“This House recommends the Government to take serious note and stringent/ action against persons involved in road rage and rash driving in the State, which has become a major cause of threat to public safety, law and Order and loss of human lives. The enforcement mechanisms should be strengthened by increasing traffic surveillance, patrolling, installation of speed detection systems, CCTV cameras and use of breath analyzers, particularly in accident prone and high traffic areas, provision of imposing strict penal action against habitual and repeated offenders, including suspension or cancellation of driving licenses, as provided under the law

17 lakh sq. mtrs. at Sancoale Village

“This House strongly recommends the Government to enact a legislation to vest in itself the excess and unutilised land admeasuring about 17 lakh sq. mtrs. at Sancoale Village in Mormugao Taluka granted to then Birla Gwalior Pvt. Ltd. by the Sancoale Communidade for setting up of fertilizer plant and to utilize it for much needed housing needs of economically weaker sections in Cortalim Constituency and other purposes.”

Water which flows in the nullah

There is fear and anxiety in the minds of the people of Sancoale Village in Cortalim Constituency because the water which flows in the nullah which originates from Zuarinagar and passing through Sancoale Village and flows in the River Zuari near Cortalim Junction is emanating a very bad and foul smell. The Goa State Pollution Control Board officials inspected the site and took sample of water at 4 different spots and the report proved that the water in the Nullah is polluted and contaminated. The steps of the Government to resolve the same.”

Setting up of new Police Outpost near MES College

There is fear and anxiety amongst the people of  Vidyanagar , Near MES College area in Sancoale because the area has developed manifold by many residential houses coming up.  Many labourers are residing in that area. The traffic on the road going to MES College is always congested and accident prone. There is frequent law & order concern.

 For the safety of the residents, students going to schools and colleges and the senior citizens, there is a strong demand of the residents to set up a Police Outpost in Vidyanagar area. I request the government to kindly start a new Police Outpost near MES College area.

Mysterious death of students in Bits Pilani- Goa Campus

There is fear and anxiety amongst the people of Cortalim and the whole of Goa as 6 students of Bits Pilani- Goa Campus have lost their lives in less than one year. It is alleged that they had died due to mental depression and also overdose of narcotics. It is also informed that the students consume alcohol at the Wholesale liquor shop which is in close vicinity. The government  should do  thorough investigation in this matter as the college management is refusing to give any information/justification.

Preservation of water body(lake) at Zuarinagar

There is fear and anxiety amongst the people of Sancoale and the whole Cortalim Constituency because the water of the age old natural lake( water body) at Zuarinagar  is being drained out for construction of the Mega Project by Zuari Industries Ltd.. There is amove to convert natural reserve/orchid area into settlement zone at Sy. No.110/1 &189/1 in V. P. of Sancoale. Water from the lake can be supplied to the whole of Cortalim Constituency whenever there is water shortage. This lake is also proposed to be declared as wetland as per th draft notification issued by the Goa Wetland Authority dtd. 08/02/2024 ( Conservation & Management) Rule,2017.

I request the government to kindly preserve this water body and stop from converting the same to settlement zone for mega projects.

This is to inform you that one person by name of Mr. Ashley resident of airport road Chicalim whose operating in the name of Ms. Team SA has trespassed into the property of Communidade of Cortalim Village of Mormugao Taluka. The said illegality needs to be immediately stopped along with immediate action against the said person as well as the contractor for carrying out the illegal encroachment in terms of the provision of the Code as well as the term of Goa Land Prohibition Act.

Mukhyamantri Dev Darshan Yatra Yojana to Vailankanni

 

I thank the Hon\'ble Chief Minister of Goa and the Hon\'ble Social Welfare Minister for re-starting the Mukhyamantri Dev Darshan Yatra Yojana sending the devotees to Vailankanni by a special train on 9th January,2026. All the arrangements were made nicely and the devotees were very happy and satisfied. But only 450 devotees went to Vailankanni though the arrangements were made for 1200 devotees. This may be because no sufficient time was given to the devotees to plan and make arrangements to travel because only 3 days notice was given. It is requested that another journey be organised under the Dev Darshan Yatra with sufficient advance notice to enable the devotes to make proper arrangements to travel for pilgrimage to Vailankanni

  2. the steps that will be ensured by the Government that all the buses ply through Consua as repeated requests to the Transport Department, Margao have fallen on the deaf ears; and
  3. the action that will be initiated against the defaulters?

  1. whether the Government is aware that the Foundation Stone for New Panchayat Ghar for Sancoale supposed to be laid by November, 2024 has not yet been laid; state the reasons for the delay;
  2. whether the Consultant has prepared the fresh estimate; if so, give details; and
  3. the steps are taken to ensure that this Project is taken up on priority basis; give details?

 

Answer:

a. whether the Government is aware that the Foundation Stone for New Panchayat Ghar for Sancoale supposed to be laid by November, 2024 has not yet been laid; state the reasons for the delay;

Ans: Sir, the file is under process. On receipt of the phase wise estimate of the project from the Block Development Officer Mormugao & The Village Panchayat Sancoale, the file will be processed for Technical sanction , Administrative approval and Expenditure sanction. 

b. whether the Consultant has prepared the fresh estimate; if so, give details; and

Ans: Sir, Revised estimates for Phase I and Phase II of the project has been prepared and submitted by the consultant M/s Datta Kare Associates to the Village Panchayat Sancoale

1. Phase I cost of the project is Rs. 47300235.30 (Incl GST, Contingencies and Consultancy fees)

2. Phase II cost of the project is Rs. 106134960.89

Total cost of the project is Rs. 153435196.18 

c. the steps are taken to ensure that this Project is taken up on priority basis; give details?

Ans Sir, The Village Panchayat Sancoale has proposed to construct Phase I of the project under the latest amendment of Deendayal Panchayat Raj Infrastructure Development costing within the scheme ceiling cost of Rs 5.00Cr through Technical Cell DOP. The Village Panchayat Sancoale has decided to fast track the project Phase I by follow-up with concerned authorities.

Will the Minister for Revenue be pleased to state:

(a) whether any portion of Survey Nos. 183/1 & 181/1 of Cortalim Village has been leased, licensed, granted, allotted or otherwise handed over by Communidade of Cortalim to any individual, company, institution or agency; if so,  furnish names, addresses of the lessee/allottee, date of lease/grant, Lease period, Area leased, purpose of lease, copy of lease deed/agreement and the present status of the lease; whether any road has been proposed, sanctioned or constructed wholly or partly through Survey Nos. 183/1 & 181/1 of Cortalim Village; if so,  furnish name of executing department/agency, date of sanction, estimated cost, present stage of work, copy of administrative approval, copy of technical sanction;

(b) whether NOC, permission or consent has been issued by the Communidade of Cortalim & Administrator of Communidades South Zone for construction of the proposed/existing road in above mentioned plots; if so, furnish certified copies of all such permissions/NOCs; whether any approved layout plan, engineering drawing, alignment plan or survey plan exists for the proposed/existing road passing through Survey Nos. 183/1 and 181/1 of Cortalim Village; if so furnish copies of approved alignment plan, road layout, site plan, survey plan, land acquisition plan, if any;
