“This House unanimously resolves that the Government on this historic day as the State commemorates the 1967 Goa Opinion Poll Day, take steps to preserve Goa’s unique identity (Asmitai) that special uniqueness of Goan Communities as manifested in peaceful living, tolerance, harmony, liberal attitudes, mutual respect and mutual trust by showing zero tolerance for the activities of non-state actors and private policing so as to preserve this “Asmitai” of the land of Goa rooted in its society, environment, rivers, hills, forests and wild life

“This House unanimously resolves that the exemplary work done by some NGOs’ and social activists working for the empowerment of persons with disabilities, animal welfare, child development, orphans, homeless, street children, old age homes and also in preserving natural assets and environment be acknowledged by a suitable mechanism which the Government may put in place through the Department of Social Welfare.”

This House strongly recommends the Government to commemorate 16th January as ‘Asmitai Dis - Opinion Poll Day’ as an official day of the State Government and hold ‘Asmitai Dis - Opinion Poll Day’ as Official State Function to commemorate the same. The same is to recognize the efforts of proud and brave Goans to maintain their separate identity as Goans.”

“This House strongly recommends the Government to immediately set up a High-Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its members to investigate the cause of Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. "The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”  

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.” 

“Attention of the House is drawn as regards the disturbing incidents of suicides among the personnel of the Goa police in recent times. The Government should conduct an immediate assessment to understand the causes behind such incidents and roll out a police welfare and psychological support programme.  These incidents have raised serious issues of working conditions, stress levels and absence of psychological support within the police force. The steps the Government has taken in the matter.”

Calling Attention moved by S/Shri Yuri Alemao, Hon. Leader of Opposition, Venzy Viegas and Cruz Silva, Hon. MLAs, was not taken up, since the movers of the Calling Attention, were not present in the House, when the Calling Attention was called out.

“Attention of the House is drawn to the most current issue in respect of diversion of Mhadei waters wherein the state of Karnataka has re-started preparations in full swing by procuring generators, pipelines and setting up a working unit at “Nerse” in Khanapur taluka to divert the Khalsa-Bhandura canal waters to Malprabha. As per reports from the Goa based environmentalists and activists, the Karnataka government is expecting a green signal from the Ministry of Environment and Forests and the National Wild Life Board. The Karnataka government is staying in full preparedness to commence work without any lag and delay from the date of approval. Steps that the government has taken to address this most critical issue and the pro-active measures proposed in this regard be placed before the House.

Reply to Calling Attention to postponed to 18/03/2026

“Attention of the House is drawn as regards the measures taken by the State as regards the rising Commercial sexual exploitation and trafficking, especially as regards women and children at International, National and the name of the State of Goa is repeatedly mentioned as regards the subject matter. The steps the Government has taken to eradicate this illegality.”

The reply to the calling attention was postponed and replied on 11/03/2026 

“Attention of the House is drawn as regards the concern of people and stakeholders such as Village Panchayats, industry associations, on the introduction of the Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS) without any awareness, orientation and training in the working of the scheme and the equipments. Though the objectives are laudable as it is reduce the non- biodegradable waste and encourage responsible disposal of mainly alcohol and PET bottles, multi layered wrappers and milk cartons, the apprehension is that RVMs are turning into white elephants and gathering dust after installation without any proper awareness, orientation and training. The steps the Directorate of Panchayats will take to ensure that the scheme of RVMs and DRS will effectively operate at the ground level including making such arrangements mandatory in shopping malls and shopping departmental stores/marts”. 

The reply to the calling attention was postponed to next week and replied on 12/03/2026 

  “Attention of the House is drawn as regards the anxiety in the minds of unemployed youth and job seekers in the State following repeated reports of large-scale job recruitment irregularities cases, wherein it has been alleged that some job aspirants  have been induced to part with money on assurances of employment in Government Departments. The steps the Government has taken in the matter in terms of pro active steps to eradicate these irregularities and the punitive action taken against the offenders.

Fear and anxiety due to the shoot out by unidentified attackers who allegedly opened fire at director of Majestic Pride Group at Porvorim. The incident happened just opposite North Goa Police Headquarters sending panic in Goa and raising questions on the state of law and order situation in the State. Chaos on streets of Panaji, ‘drunk dramas’ next to parked vehicles outside casinos, daily scuffles and brawls at  Mandovi Riverfront related to casino human and vehicular traffic is becoming routine and the new normal in Panaji post sun-set.

Attention of the government is also drawn to the issue of organised crime, prostitution, drugs, sex trafficking, financial frauds and criminal syndicates emerging as dangerous products of casino gaming or gambling.

The Hon. Chief Minister may appraise the House of the steps being taken and proposed to deal with this growing menace which is proving disastrous for Goans normal life and also for Goa’s image as clean, peaceful and safe destination.

Attention of the House is drawn to the delays caused in rescue and clearance operations during disaster incidents. A recent example is the 18-hour rescue operation following the overturning of a Hindustan Petroleum Corporation Limited LPG tanker on National Highway 66 at Padi in South Goa. This incident highlights the State’s lack of preparedness and the highly inadequate mechanisms currently in place for effective disaster management. Disaster management mechanism needs to be toned to the level and type of development that is planned and projected in the state.

The delay was because of the absence of Local Emergency Response Vehicle (ERV) and heavy-duty cranes which had to be procured from Mangaluru and Karwar respectively. This resulted in suspension of road traffic for 18 hours and railway traffic for 5 hours.  

The Disaster Management Authority should identify the gaps in this and other areas to ensure adequate preparedness and quick response to accidents and disasters. 

Attention of the House is drawn to the fact that despite the categorical assurance given on the floor of this House on 4th August 2025, that notification regarding reservation for OBC students in Post‑Graduate medical seats in Goa Medical College and Dental College, as per the 100‑point roster, would be issued within a week the notification has not yet been issued.

It is further noted that the rules governing 100% roster‑based reservation for OBC, ST, and SC categories in Goa Medical College and Dental College remain pending. For the last six years, successive assurances have been extended to the community, but the Government has consistently turned a Nelson’s Eye to the matter.

In view of the upcoming PG NEET Medical Registration scheduled for the first week of April 2026, the House seeks clarity on the concrete steps the Government proposes to take to ensure that the notification is issued without further delay.

This is to draw the attention of the House to the long pending issue of Compassionate appointments under the state government. Appointment in harness scheme is to provide jobs to dependents of government employees who die or are incapacitated while in service. This scheme aims to offer immediate financial relief to the bereaved family. It is learnt that over 700 cases are pending of compassionate appointments for over 5 to 7 years. Steps the government proposes to take to alleviate the financial distress of these families and the timelines to this effect.

Fear and anxiety amongst hoteliers, owners of restaurants, eateries, canteens and catering establishments due to the Order dtd. 5th March, 2026 issued by the Ministry of Petroleum and Natural Gas under the provisions of the Essential Commodities Act, 1955 and the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999 directing oil refining companies and Public Sector Oil Marketing Companies to supply LPG solely for domestic consumers.

The reasons behind the order and the directions are understandable as the households would need uninterrupted supplies of domestic LPG. However, such an order and direction would completely paralyse the hotels, restaurants, small eateries, canteens and caterers as all these establishments depend on LPG as a primary fuel. In Goa, such steps will crush the hospitality industry and also the tourism industry affecting employment, lives and livelihoods of thousands of persons and families. The effect of restricting LPG exclusively to the domestic consumers will have a pernicious effect on the entire economy of Goa.

It is therefore submitted that the Government of Goa opens a dialogue with the Ministry of Petroleum on TOP URGENT BASIS to work out a solution wherein priority in supply of LPG is provided to the domestic consumers and regulated LPG supply for the purpose of cooking is kept open for the hotels, restaurants, small eateries, caterers and canteens. The government may call for an immediate meeting of affected stakeholders and their associations to scout and work out solutions.
